Founder of The Digital Residency™. Doctor of Business Administration (University of Michigan-Flint). Lecturer in Entrepreneurship and Strategy at the University of Michigan-Dearborn. A veteran of the U.S. Department of State Speaker Program and Senior International Consultant to the UN Economic Commission for Africa, she has convened founders and policymakers across four countries in Africa and the Middle East. The Digital Residency™ is the institutional platform she built to compound that work.

Dr. Da'Cruz holds an unusual position for a fellowship founder. She teaches, she builds, and she convenes at institutional scale, and she does so continuously rather than at separate stages of a career. The Digital Residency™ exists because these three roles are worth holding together.
Doctor of Business Administration whose original research examines how founders in regulated and emerging-market industries mobilize resources across borders. The Triangular Trade of Transactions (TTT) framework was developed through that research and anchors the Fellowship's intellectual work.
CEO of The Mushroom Angel Company, a Detroit-based food manufacturer she launched during the pandemic. Co-Founder of Virtual Global Consultant (VGC) Group, a decade-old digital practice with clients across four continents. Every idea she teaches is also an idea she has operated.
Senior International Consultant to the UN
Economic Commission for Africa since 2021.
Veteran of the U.S. Department of State Speaker Program with engagements in Zambia, South Africa, Burundi, and Kuwait. Federal advisory appointments in trade, agriculture, and economic development.
Dr. Da'Cruz arrived in Detroit at twenty-six carrying a dual Master's from Seton Hall University in Public Administration and Diplomacy and International Relations, both Magna Cum Laude, and no job to walk into. Over the next decade she built Virtual Global Consultant (VGC) Group, converting a series of United Nations application rejections into the platform that would eventually bring the UN back to her as a Senior International Consultant.
She launched The Mushroom Angel Company in the middle of a global pandemic, and enrolled in a doctoral program at the University of Michigan-Flint months later. One week before her thirty-sixth birthday, she defended her doctoral dissertation. Less than twenty-four hours after the defense, she flew to Zambia as a speaker in the U.S. Department of State's Freedom 250 program.
The Digital Residency™ was founded because the pattern of the decade told her something specific. The founders she trained across Africa, the Middle East, and the United States kept asking the same question after each engagement ended. What happens after the workshop? The Digital Residency™ is her institutional answer.

The TTT framework was developed through Dr. Da'Cruz's doctoral research at the University of Michigan-Flint. It examines how founders in regulated and emerging-market industries mobilize three interdependent resources to navigate cross-border transactions successfully. It is the sole framework the Digital Residency™ teaches, and the framework Dr. Da'Cruz continues to develop through her academic and advisory work.
The relational and interpretive capacities founders bring to regulatory environments. Not credentials, but the specific skills that allow them to translate context into action across cultural and institutional boundaries.
The regulatory, contractual, and institutional
conditions under which transactions occur.
In cross-border settings, terms are rarely
fixed. They are actively interpreted, negotiated, and reformalized.
